Why generic payroll tools fail in Uganda

Most off-the-shelf payroll apps are built around a foreign tax model. They either cannot express Uganda's rules at all, or they let you fake them with manual adjustments — which defeats the point, because a manual adjustment is exactly the step a busy HR officer forgets. Uganda needs the deductions baked in, not approximated.

The statutory deductions that must be automatic

A Ugandan payroll run has to compute, at minimum:

  • PAYE — Pay As You Earn income tax, across the current bands, correctly handling where an employee falls as gross changes month to month.
  • NSSF — the National Social Security Fund contribution, both the employee and the employer portions, and a payable schedule for remittance.
  • Local Service Tax (LST) — deducted over the specified months of the year rather than every month, which is precisely the kind of rule a spreadsheet gets wrong.
  • Other deductions — SACCO savings, salary advances, loan recoveries and union dues, applied in the right order against net pay.

Each of these should produce both a payslip line the employee can see and a remittance report finance can act on, so nobody is reverse-engineering what to pay URA or NSSF from a pile of payslips.

Beyond payslips

Payroll is only half of it. A full system also carries:

  • Employee records — contracts, next of kin, documents and job history.
  • Leave — accrual, requests and approvals, with balances that actually feed payroll.
  • Attendance — if you pay by time or track overtime.
  • Contracts and probation — reminders before a contract or probation period lapses.
  • Self-service — employees pulling their own payslips instead of emailing HR.

What good payroll software gets right

  • Money computed server-side in exact units — never floating-point, so net pay is correct to the shilling every run.
  • An audit trail — every change to a salary, deduction or payment attributed and timestamped.
  • Role-based access — HR, finance and managers each see only what they should; salaries are not open to the whole company.
  • Reproducible runs — a payroll run is a snapshot you can reopen and explain months later, not a spreadsheet someone has since edited.
